The Kyoto Protocol is an international treaty which extends the 1992 United Nations Framework Convention on Climate Change (UNFCCC) that commits state parties to reduce greenhouse gas emissions, based on the scientific consensus that (part one) global warming is occurring and (part two) that human-made CO 2 emissions are driving it. In COP3 in Kyoto in 1997, the legally binding targets were approved of by different countries. They came to be known as the Kyoto Protocol.

The Kyoto Protocol, 1997 climate law, required developed countries, referred to the UN climate parlance as Annexe 1 parties, to take on legally binding quantified emission reduction targets. The US , at the time the biggest emitter of greenhouse gases and now the second biggest, never ratified the Kyoto Protocol therefore did not take on a legally binding reduction either in the first or second period.

In order to reduce the growing concentration of greenhouse gases (GHGs) in the Earth’s atmosphere, the UNFCCC put in place the first ever agreement between nations to mandate country-by-country reduction in GHGs.
